Partial AI Bans are Force in EU

In the European Union (EU), the use of artificial intelligence systems in various areas such as social scoring, detecting criminal tendencies based on individuals' profiles, identifying emotions, analyzing behavior, and categorizing individuals based on biometric data has been banned.
The provisions of the EU law, which gradually introduces stricter rules for the use of artificial intelligence, regarding prohibited uses of artificial intelligence came into force as of 02.05.2025.
In this context, the use of artificial intelligence systems that conduct social scoring, determine emotions in workplaces and educational institutions, create databases from facial images obtained from the internet or cameras, profile individuals for risk of committing crimes using their characteristics, and include biometric data that categorizes data such as race, political views, union membership, religion, beliefs, and sexual life has been banned.
In addition, the use of artificial intelligence that manipulates human behavior or exploits human vulnerabilities and uses subconscious techniques is prohibited.

The use of real-time remote biometric identification systems in public areas has also been restricted to access by law enforcement officers only in exceptional cases.
Thus, from today onwards, companies that develop or use artificial intelligence will need to assess their systems in terms of risk level and comply with legal requirements.
Under the EU artificial intelligence law, companies will be subject to high fines if they breach the rules.
The EU Artificial Intelligence Law entered into force on 1 August 2024.
On the other hand, the rules and obligations of EU law for general-purpose AI models will start on August 1, 2025.
